Hello,
I am trying to update a really outdated system: Xubuntu 16.04 LTS (64 bits). With Xubuntu 16.04, there are no graphical issues, but with any other version of Ubuntu/Xubuntu or any other distribution, the resulting system is never truly functional. I do get the user login screen, but after that, I never have a taskbar displayed. By “taskbar,” I mean the bar that brings together the virtual desktops, the started graphical applications, etc. Via the context menu (right-click) of Xfce, I can launch a graphical application, but I cannot then minimize it because I can no longer find it afterwards.
I would like to clarify that I have tested almost all solutions in Live-CD mode: Debian, Fedora, openSUSE. The result remains the same with any desktop environment: Xfce, Mate, Plasma.
I would like to solve this problem to have an up-to-date system so that I am not stuck one day on outdated software versions.
Here is the result of the command sudo lshw -enable pci -class display:

Then, I attempt a migration to version 18.04 LTS, which goes through correctly. At least, temporarily. Because upon rebooting, the taskbar has disappeared, and I cannot remedy that. I cannot add one or even open the Xfce settings panel (which won't even launch).
I want to emphasize that I settled for Xubuntu for lack of a better option since I have never been able to install Debian correctly (my first idea).
This is a production machine that I want to get back up and running very quickly, ideally within 2 or 3 days (if possible) because it is needed for work. Moreover, I absolutely need the taskbar since those who will use this machine won’t be able to manage with a minimal desktop environment like Fluxbox or OpenBox (for example).
Any ideas on how to solve this?

Hello,
Start by checking if the problem persists with a newly created user. If it works with the new user, then there is something in your user profile (check the hidden directories in your home) that the graphical environment you are using doesn't like.

/homepartition. If in doubt, back up your important files on another medium (USB stick, external drive...) before proceeding with the reinstallation.

There must be another cause. The resolution is indeed the one I just predefined, which is 1920 x 1080, and moreover, if I maximize the terminal size, it remains on the screen. In theory, if the screen size had been larger, I shouldn't be able to see part of my terminal anymore.
And despite the fact that the screen size is correct, I still do not have a response from the dashboard. Similarly, I cannot access the Xfce settings panel, not even the subsection concerning display. I also note that Synaptic is not visible (even though I know it is set to disappear in the next version of Debian 10 because it is incompatible with Wayland (but that’s another story)).

It seems that there is a bug with the Intel integrated video driver and I can't solve it. I have to give up!
I am forced to revert to the obsolete Xubuntu 16.04LTS hoping to use it for quite a while regarding the software versions of Firefox and Google Chrome.
I am marking this as resolved even though it's not really a solution.

Do you have a standalone Intel chip or is it paired with an Nvidia card?

According to what I understand, it is an integrated Intel graphics chip and there is no additional graphics card.

It's curious because usually display issues arise when there are two graphics cards. Intel chips generally don't cause any problems.

Indeed, there is only one graphics chip, the Xeon E3-1200 v2/3rd. And this chip is certified for Ubuntu!

I had renamed the hidden folders cache and config with no result. As for the contents of the /home/user folder, it is nearly empty and only contains the profiles for Firefox and Google Chrome. This Xubuntu 16.04 system was freshly installed on empty partitions a year ago, and I had already had to resort to Xubuntu 16.04 because Debian and Fedora were not working for the same reasons.
On the other hand, following a parallel request, I went into the BIOS to see if an option would solve the issue, but I found nothing.
For a reinstallation, the problem remains that I cannot manage to get the dashboard back afterward.
And under Windows 10, there is no problem! Except that I want to avoid the Microsoft solution due to security issues (viruses and other nasties, but also to prevent users from installing anything they want without looking). ... Since this is a business, we could also consider that in 1 or 2, even 3 or 4 years, once the machine is amortized, we can renew it, but it's also pushing for unnecessary consumption ...
