Poor quality video or with strange lines

Hello,
I set up a dual boot with Ubuntu and Windows that works correctly.

I have both OS installed on SSD and another hard drive in NTFS where I have my Windows documents installed. I have very good quality videos when I am on Windows with VLC, but when I am on Ubuntu, some of them have horrible quality, less than 480P at times, and some other videos maintain their quality, but I feel like they stutter and have visible artifacts.
Any solutions?

Another problem is that between Windows and Ubuntu, there is a two-hour difference on the clock.
Any solutions?

    For the time adjustment, it's up to you to sort that out...

    1° You need to make sure that the region indicated in the OS is the same (Paris Brussels if you're in France)
    -- then the time offset GMT +1 and daylight saving time (DST Daylight Saving Time)
    -- updating the time and date via the internet using an NTP server...
    -----------------------------------------
    2° For video definition, I assume that Windows is well-equipped with all the necessary codecs and not Ubuntu... Normally VLC (not VLS) contains all the necessary codecs, otherwise, you have to install them...

    To know exactly what codecs are necessary, you need to know how the video you want to watch is encoded... For that, there's "Mediainfo" on Windows... https://mediaarea.net/fr/MediaInfo

    The videos that had small bugs are working perfectly, but those with a huge quality issue haven't changed at all :/

    What version of Ubuntu do you have? What graphics card? What does the driver manager say?

    Try this: open the terminal and type in:
    sudo sh /usr/share/doc/libdvdread4/install-css.sh
    (note, there is a space between sudo and sh and between sh and /usr)

    I think GoPro videos are very particular formats...

    And the DVD you put in, is it a commercial DVD or one you made..?

    But normally VLC on Linux gives the same results as on Windows... it should..

    And if you put the videos in question through Media Info.. output the results in text format and paste them here.

    Make a list of the file types that are causing problems, just to see if it's always the same extensions.

      I have several formats for the GoPro; the ones in .LRV are of poor quality, while the MP4 ones stutter but have good quality.

      It was a retail DVD.

    In my opinion, your bitrate of 24 Megabits/sec is too high...

    Your JVT format is: JVT = h.264 = AVC = MPEG4 part 10

    I think the H264 is what you're missing in Linux... a bit of reading

    The latest video is not like the others

    The encoding is in AVC1 format, so you need to have this codec installed... We'll see, but I think H264 is the same thing...

    What I find odd about your videos is the average bitrate: 24.9 Mb/s that's huge, I'm at a tenth of that...
    and the frames per second: 59.940 (60000/1001) fps
    That's 60 frames per second... personally, I always work at 25 frames per second.

    And your latest video is at 24 frames per second... It's missing one frame every second... of course, there's a stutter...

    It's also important to understand that Linux is free, open source, so you won't find devices that require a license like in Windows... in some cases; you need to work around it.

    I think you should adjust the settings on your GoPro more to get videos compatible with French formats that don't have extraordinary definitions if they're meant to be played on a PC and not on a 10-meter-wide screen... and that require specialized equipment.

    That's how I see the issue with the elements I have. But of course, other opinions are welcome.

    To be sure, you could re-encode your first video with the software "AVIdemux" for example. https://www.commentcamarche.net/telecharger/tv-video/4313-avidemux/ either on Windows or Linux, to set it more to standard dimensions.

    I put in bold the values that should be changed... in "Configure", on the Video
    For the Audio, you can set "Copy"
    You could also set the language to French, maybe the English language is causing an automatic USA configuration...

    There you go, it's up to you to see if you can figure it out, but there is certainly a solution.

    OK, I didn't know that, but it only does decoding, not encoding.

    For the second line, I meant that while talking about re-encoding the "GoPro" videos with the values I highlighted in bold... and then checking if they are readable on Linux... because they have astronomical values...
