Unable to install .NET Framework 3.5 (including 2.0 and 3.0) on Win10 (system)

Hello,
The entire title doesn't fit, so it's:
“Unable to install .NET Framework 3.5 (including 2.0 and 3.0) on Win10 (Operating system 17134.523) / and Windows Update”
Because I think the root problem is due to Windows Update which continuously fails and shows me this message:
“Cumulative update for Windows 10 Version 1803 for x64 systems (KB4487017) - Error 0x80070002”
I did some research online, I read here that I needed to go to the “folder C:/Windows/SoftwareDistribution/Download”, delete everything, and manually download and install the latest update via this link:

Fearing that I might do something wrong, I did not delete the “download” folder, but I downloaded the version weighing 810MB that corresponds to my error message and matches my x64 system.
I wanted to install “.NET Framework” again, but I'm running into the same issue, the same for Windows Update, so the 810MB download was absolutely useless!
By following Windows help links, I noticed here: https://support.microsoft.com/fr-fr/help/4480966/windows-10-update-kb4480966
that my system's build version, 17134.523, dates back to January 8, 2019, yet I bought my PC on January 30, 2019, and I wonder why I didn't get version 17134.556 that dates from January 15, 2019?!
Anyway, I have several updates overdue and cannot apply them!

.NET Framework or a later update is already installed on this computer
Following your first link that I followed to the letter, everything was back in order and when I wanted to launch the game, "the installation of .NET Framework 3.5 started and was fully installed" until the error message I received when I tried to launch the game afterwards.

Did that fix the problem?
