Hi Nika, I recommend uninstalling it because I had the same problem as many others, I think. In my opinion, it's bugged. If you want to know how to uninstall it, follow this guide:
In Firefox, go to Tools and open Add-ons, a window will open, then go to Extensions, click on .NET Framework and then on Uninstall.

Currently, the .NET framework 4.0 works without issues alongside version 3.5 SP1, at least when it was released.
However, to this day, it still contains errors with the 64Bit version of Windows 7.
It is therefore advised to keep an eye on Windows 7 updates while awaiting a fix.
(For your information, do not disable the .NET Framework as you will no longer be able to use certain applications or install others;)

As I had to completely uninstall my computer for a completely different issue than that of framework4, when the Netframework4 update was offered by Windows Update, I hid the update, so I no longer have the error message issue... which goes to show that sometimes, "bad luck" is good! ...
As Uncle Bill advises in computer science, I'm keeping an eye on the updates with the fix.
So I haven't really found the solution to that error message...

I also had an error message after installing .NET Framework 4
I uninstalled it, way too many problems with this version.
To start, I disabled automatic updates to better control them.

go back to .NET Framework 4, and restore it. The error display disappeared and my old version was reinstalled.

For those who have a problem with framework 47.0.3.... the solution is simple.
Check if you have the Windows 7 Service Pack 1, that is the reason for your error.

Good evening, personally, I've been searching for two days for why IE9 64 is lagging, and why I could no longer connect to Windows Live on the MSN page. The solution? A system restore to a point before this month's updates. Now, no more issues! Then I re-applied the updates while removing Framework 4. My PC has regained normal operating speed and no more problems with IE9 and Windows Live! It's crap, get rid of it!
Uninstall all versions of Netframework using the specific Krosoft utility, then reinstall all versions of "Netframework" as explained in "method 4", EXCEPT NETFRAMEWORK 4.

This solution worked for me. Make sure it is compatible with your version of Windows (Control Panel/System and Security/System).
