Hello,
I would like to know if there is a way for my case but my photos are blurry and are stuck on loading! There is an icon in the bottom right like a loading symbol! I don't know if you understand! Thank you for your responses.

Hello,
When iCloud Photo Library is enabled, along with Optimize Storage on your iPhone, the original photos are stored in iCloud. Optimized photos are then saved on your iPhone.
When you view a photo on your iPhone, iCloud will download the original photo via an internet connection.
If the internet connection is non-existent or of poor quality, the original photo cannot be downloaded and a low-quality photo will be displayed, along with an exclamation point in the bottom right corner to inform you of this issue. Low Power Mode may also prevent the download of original photos.
To save the original photos on your iPhone and not optimized versions, go to Settings > Photos, then select Download and Keep Originals.
