How to adjust brightness? (Windows 7 and 8)

I have 2 PCs.
A desktop running Windows 7 and a mini laptop running Windows 8
On the desktop, I've already tried:
I searched by typing brightness in the "start menu" because that’s the basics when you’re looking for something...
I also typed this: "mobility center" "adjust" "modify"
I poked around "change screen resolution"...
I watched tutorial demos on YouTube... it's different... and I'm not the only one, many have no answers in the comments... the guy explains but doesn't answer the questions lol
Compared to the video, for example: the control panel is much more fragmented (more options) in the version I’m trying to use, when I open it I directly see "power options" which I have obviously also looked into... No brightness control (like in the tutorial); I can only adjust the sleep...
I tried to customize something... It’s the same, no setting to reduce this brightness that hurts the eyes....
And Windows 8, well it’s a biiiip anyway that’s not the subject... the FN key (function key) since it’s a laptop works fine for sound... but not for brightness...
