    Uninstall TotalAV with Uninstalr

    If necessary, restart in Safe Mode with Networking

    There are at least three methods.

    The first and second

    The first and second involve starting on WinRE, you must go to Settings > System > Recovery > Advanced startup > Restart now... (Or force the PC to crash 3 times by the power button)

    Then in WinRE (In Recovery), > Troubleshoot > Advanced options > Startup Settings > Enable Safe Mode with Networking

    Right-click the Start button and select Windows PowerShell (Admin)

    Type: CMD

    Enter the command:

    bcdedit /set {default} bootmenupolicy legacy

    Then you will be able to boot into Safe Mode by pressing the F8 key just before Windows starts.
