Hello,
Is it true that if my iPhone is locked by iCloud, it’s probably because I bought this iPhone on a site like eBay, LeBonCoin or elsewhere from an individual and they didn’t disable the "Find My iPhone" feature in their settings? In my opinion, this is a rare case since there are many technicians who know how to unlock iCloud, so there are only a few people who report this issue.

Hello clamartmobile, the exact term for "iCloud lock" is iCloud activation lock.
Contrary to what you think, there are many people on forums who have bought a second-hand iPhone with the iCloud activation lock enabled. Without knowing the Apple ID that is responsible for the activation lock, it is not possible to use the iPhone.
Disabling the iCloud activation lock or unlocking iCloud (as you put it) can only be done if the Apple ID is known. The previous owner can also remove the iCloud activation lock remotely by logging into their Apple account.
You mention Find My iPhone, the Find My app allows you to locate an iPhone; if you lose your iPhone, you can use the Find My app on another iPhone by simply entering the Apple ID and password of the lost iPhone.
Do not confuse the iCloud activation lock that is activated with the Find My option in iCloud settings and the Find My app on the iPhone.

Mais comment peut-on désactiver le verrouillage d'activation iCloud, car j'ai acheté un iPhone mais il ne détecte pas la carte SIM puisque l'iPhone n'est pas activé.

Why don't you contact the previous owner?

And if we haven't bought it and the owner in question forgot the account. What should we do?
