16GB (7.95GB usable) Windows only uses half of RAM

Hello, let me explain;
My OS is only using half of my RAM (16 GB physical in 4x4GB).
I am running Windows 10 Pro (Activated with a genuine key).
Windows Updates done, BIOS updated.
The 16 GB are detected in the BIOS.
I have already tried the manipulations from the msconfig (unchecked the dreaded box, etc)

I have the solution for the startup menu written: msconfig
a window opens, click on start and then on advanced options
a window opens, check maximum memory and for the number of processors, click on the bar and select the largest number

I followed your advice, and now I'm stuck on a blue screen that says Windows failed to start. How can I restore these settings from the hips or from the blue screen?
I have the same problem
