Hello, let me explain;
My OS is only using half of my RAM (16 GB physical in 4x4GB).
I am running Windows 10 Pro (Activated with a genuine key).
Windows Updates done, BIOS updated.
The 16 GB are detected in the BIOS.
I have already tried the manipulations from the msconfig (unchecked the dreaded box, etc)

I have the solution for the startup menu written: msconfig
a window opens, click on start and then on advanced options
a window opens, check maximum memory and for the number of processors, click on the bar and select the largest number

Well, I reinstalled Windows 7 on another disk. The same problem persists. It seems that my RAM sticks are cursed.

    Yes, I was able to test on my brother's.
    Once I removed his 8GB and put in my 2x4GB. (8.00GB detected so OK).
    The second time with 3x4GB -> 12.00GB (7.95GB usable).
    Then with my 2x4GB and his 8GB. -> 16.00GB (7.95GB usable).
    I am now sure that the problem is indeed software-related.

    Good evening, I've definitely wasted my time with the idiots at the local computer store (very incompetent, by the way). They obviously didn't find the problem. I decided to take it all apart. When disassembling the motherboard, I removed the battery, and after putting everything back together, it was fine.
    
    Conclusion for newcomers who might have the same issue:
    Clear CMOS (I remove the battery from the motherboard, discharge the capacitors by holding down the power button for 30 seconds, and then put it back).

Hey, probably a saturated stick, does it show you how much usable RAM in the BIOS?

Make sure to test your RAM to see if the problem is software or hardware: https://www.pcastuces.com/pratique/windows/memoire_windows10/page1.htm

Otherwise, try disconnecting one stick, powering on your PC, and then do the opposite right after (don't forget to turn off the PC ;)).

  So the problem doesn't seem to be hardware-related; the BIOS would show 8192 MB otherwise. Still, try to have them tested, you never know ^^'

  Well, no issues with the RAM (No errors detected according to the Windows memory diagnostic tool). Do you think it might be related to my software? I was considering installing a version of Windows 7 on a partition and then doing the free upgrade to Windows 10, what do you think?

  Try first to reset the BIOS CMOS, and then try to use a blank hard drive if you have one, or a hard drive that you aren't using, and install Windows on it to see, that way you'll waste less time. ;)
