Hello, after uninstalling and reinstalling Windows, I'm still having the same problem
in system information it says 8GB of RAM installed (4GB usable) :( yet I
am running Windows 7 Home Premium 64 bits. So I would like to know if you could
help me find a miracle solution and/or give me the frequencies or the voltages
(the numbers) to enter in the BIOS in the RAM options, etc. Thank you very much.

Unplug the RAM sticks and plug them back in (PC turned off, of course).
In the BIOS Setup, enable the Memory Remap Feature.
If the feature is already enabled, disable it and reboot, then go back into the BIOS to re-enable it. After rebooting, the system should use all the RAM.
If the problem persists, try flashing the BIOS for an update.
If the problem still persists, change the RAM sticks.
And avoid copy/pasting 250 lines to describe a PC! 5 to 6 lines are enough, less if you only need to mention the components related to your problem: the motherboard, the RAM, and possibly the BIOS and its version.
