There must be a Menu button on the television or on the remote control, right?
In the bottom right of your second photo, "Program Block" is "grayed out". It seems to have been selected. There must be a reason?

I can't see well in your photos. Choose the right display. Are you in 16:10? This must be adjustable in the television settings. Please check your manual.
For my personal use, I created a photo of a "test pattern". Made entirely with Photofiltre, it's true, I spent half the day on it, it's work. I can see all the flaws on any screen.

It's much clearer now. Indeed, nothing is adjusted. The neon lights in the lower part of the panel may no longer be powered or are defective? That's the first thought that comes to me. If that's the case, disconnect the device, of course, open it up to see if all the connections going to the screen and others are properly plugged in. Better yet, unplug them and then plug them back in. It's just research for now. To be continued.

If I have a case like yours, my approach without a diagram:
turn off the power, lay the device flat on a table while protecting the screen with a blanket, for example. Unscrew the back. Plug in the power cord, turn it on. With a multimeter, measure the voltage on a functioning backlight (top part).
Unplug the power supply. Also, be sure to disconnect the power wires from a ramp that is not working, then, using an external power supply, apply the same voltage already measured to a lower ramp. If the lighting doesn’t come back, the neon is defective. On the other hand, if it lights up, there is a fault in a circuit of the television. Always use exactly the same spare parts or, in the worst case, find a good equivalent.
