Some sites blocked on MacBook Air

Hello,
For some time now, I can no longer connect to certain websites (e.g. cfa-roosevelt.fr). The following messages appear:
Safari cannot connect to the server
And Site inaccessible eer-connection-refused (for Google Chrome)
I am using a MacBook Air (13 inch, early 2014) with OS X Yosemite 10.10.5 and Safari 10.0.1.
I want to clarify that my sister (Windows) connects to these sites without any problems and on the same wifi. I also have this problem at my parents' house where the other residents have no issues. I use this wifi on my iPhone 6s and there is no problem (I can access the blocked sites on the computer). I cannot connect via ethernet as there is no "port" on my computer.
I don't know if this problem is related, but I cannot print using wifi from my computer (I can from my phone). It prints a small gibberish (lots of letters and numbers that make no sense to me) on about ten sheets.

In Safari:
- In the Safari menu / Preferences / Advanced… check the box:
"Show Develop menu in menu bar"
- From this Develop menu, now displayed in the menu bar, click on "Empty Caches"
- From the History menu, click on "Clear History"
In System Preferences / Network
- Create a completely new network configuration by following these guidelines:
