Unlocking a blacklisted phone

Hello,
I canceled my two-year subscription with Bouygues, so I owed them 501 euros. This morning my phone (iPhone 6s) is blocked, I couldn't call or send texts, but the 4G works. I went to the store, and they told me it was blacklisted because of the 500 euros. I paid the 500 euros on the spot by credit card, but my phone is still blocked. How can I unlock it? Is there a delay? Bouygues is unable to respond to me, and it's impossible to reach customer service since I'm no longer a customer. HELP PLEASE!

Alright, I'll try, thank you for your help.
I want to clarify that I am a police officer; we looked with my colleagues thanks to their blacklist for supposedly theft since we can't blacklist for non-payment, that is totally illegal, he claims he was stolen by me LOL. But that got me flagged by the fraud enforcement agency. I will check your link and keep you informed.
Is it possible that they might never unlock it? And when I go to the Apple Store, can they do something?

I also wanted to know, I looked at your link regarding unlocking as a former Bouygues customer, but it specifies to call 1064. However, when I call 1064, the server asks for my phone number, and when I enter it, it is not recognized because I am no longer a Bouygues customer, making it impossible to reach an advisor. The only ones I can contact are at 3106, but they are unable to help me and keep repeating, "you are in the sales department, contact 1064," not understanding that I am no longer a Bouygues customer.
