My RAM is being used at 99% for no reason.

Hello everyone. For the past few days, my computer has been very slow, and the problem is that the RAM is used at 99% even though I hardly have any programs open. The biggest one is called "System and compressed memory," using about 40%, then Chrome with about 10%, and just small programs between 5 and 0.1%. When I add up all the programs, I reach about 60% (which is not normal with only background programs running). My computer is barely 1 month old; I have an AMD FX 6350 black edition processor at 3.9 GHz, an MSI 970 gaming motherboard, and 16 GB of Corsair DDR3 RAM (4*4 GB).
