pc21 only relays the stocks of one of the main IT wholesalers, Techdata.
I'm not surprised that you have problems, since they don't ship anything! They simply place an order with Techdata through dropshipping, but there must be a discrepancy in the stocks (which move very quickly..) and in the promotions, etc. For customer service, you are taking a big risk.
On top of that, this site slashes prices, does not respect the public price by far.. generally they only take a margin of 10/20€ on a PC.. they operate on volume... and they harm resellers a lot because customers see these prices online for professional equipment, it's not normal, we look like criminals if we have a margin of 10%...

Customer service is a true nightmare; they keep you waiting for weeks claiming they are waiting for news from the manufacturer that never arrives!
In the end, I returned the merchandise and requested a refund, and again, it takes over 3 months to receive the refund.

This site is a scam.
Purchase of a tablecloth for my old Sony A380 reflex, the cheapest site, this part is hard to find, it was out of stock, I was a bit worried but I had no other options. I placed the order on a Monday, the following Monday they received the part and shipped it to me. I got it on Thursday. So for me, nothing to say, the part was as described, well packaged, and the timing was more than acceptable for an unavailable item.

Shop to avoid!! I ordered a camera for 386.98 euros on this site (order C103341), it arrived broken (inadequate packaging). Several days to get a response. Finally had to call: they refuse to take responsibility for the damage, claiming it is "litigious", implying that I could have broken the product myself!! Given the lightweight packaging used, there is no doubt that it was going to arrive broken! In short, they absolutely do not take responsibility in the case of a broken package. They want to contact the manufacturer to ask if they are willing to cover the damage!!... Honestly, I have rarely seen such a poor customer service! I strongly advise against this shop!

It has been 3 weeks since I placed an order on PC21.fr for a burner-reader.
I placed my order on 01/10/18 at 6:19 PM. I then realized that it was not the right model.
I called 3 times right after at 6:30 PM, 6:31 PM, and 6:34 PM to cancel it, not finding a place to cancel the order on their site.
I therefore sent a message at 6:46 PM on their site to explain my request: to cancel my order.
On 01/11/18 at 6:45 PM, one of their employees told me to return the package.
On 01/16/18, the package was delivered to my home during the day, so I could not return it directly.
On 01/17/18, I went to the post office where they told me to ask you for a return label because the issue was with the company and not me, since I canceled the order 25 MINUTES after placing it.
That same day, another employee I spoke to on the phone told me that I needed to request it on the site by logging into my account, with customer service. He told me there would be a delay of 24 to 48 hours before receiving the label.
While waiting for their response, I looked at comments online, and I realized that there are ONLY negative reviews about PC21. (which does not reassure me at all...)
5 days later, I decided to contact them again because I hadn't received a response. They replied that no refund would be made (and they were not friendly at all).
I find myself with a burner-reader that is of no use to me, when I did everything as quickly as possible. I will let you check the other comments online regarding PC21; you will notice that there are no positive comments... Do not order from this site!
