Activating the SIM card "without" network

Hello,
I have a Samsung smartphone with a Free SIM card. The problem arises from the activation of this card when starting the mobile. The PIN code is requested, and I noticed that as long as the emergency network progress bar doesn't have a bar, I can't activate my SIM. So I assume that if the mobile doesn't detect the Free network, it can't activate the card.
My questions/requests are therefore:
- Is it necessary to have a network to activate the SIM?
- Do you have one or more solutions to this? (other than disabling the PIN code on startup)

No, but I probably expressed myself poorly; the activation on the subscriber space and all the steps are fine. It's just that entering the PIN code doesn't work (correct PIN code, etc., but activation doesn't occur because the network is not detected).

Some details about the manipulation:
- I turn on my phone
- the "PIN code" keyboard appears
- I enter my PIN code (which I am sure has no errors)
- it spins and asks me for the PIN code again (without counting it as a failure)

I've noticed that I am able to activate it when I pick up emergency network signals.
