Endless spinning blue wheel next to my pointer

Hello,

I can't seem to get rid of this blue spinning wheel next to my mouse. I asked in a store that sells computers what it might be, and the person told me it was a program that wasn't closed and that I should go to Task Manager and end the one that's causing this problem, which I don't know. I'm on W10. Thank you for your advice.

    I'll give you a rough explanation of the maneuver: each line corresponds to a software that starts up at the same time as W when you boot up... but they are not necessary for its operation and can, in some cases, cause the problem you're experiencing.
    So, by disabling them, you can find the one that is causing the issue and then reactivate them one by one if needed...
