Restore without wifi

Hello,

I’m trying to restore my iPhone 4 running iOS 7 (version 7.1.2).
I no longer have Wi-Fi (grayed out and impossible to fix) and the iPhone is no longer functional, so there’s no 3G connection possible.
I wanted to restore it on iTunes, but it says that my iCloud location must be disabled in order to restore.
To disable iCloud, I tried going to Settings/General/iCloud/Find My iPhone. It asks for a password, and then it says "Verification failed, the internet connection appears to be interrupted."
I then went to the iCloud website to disable the location. That worked on the site, but it says it will be effective on the iPhone once it is connected to the internet.
Since I don’t have an internet connection, and it's impossible to get one, and since I’d like to restore the iPhone before passing it on, is there any way to restore without an internet connection?

Thank you!

Try putting your iPhone into DFU mode. Then connect it to iTunes. You should normally be able to reset it without any issues ;).
Here’s how to put your iPhone into DFU mode:
