Good evening,
I have a Dell Optiplex 755 that has a startup issue that I'm trying to resolve. Upon starting Windows 7 Ultimate SP1 32-bit, after the Dell logo, the screen goes black like on all PCs and a blinking cursor appears in the top left corner of the screen for more than 20 seconds and...... W7 starts. The Dell Inc. BIOS is properly configured to boot from the hard drive and then from the CD Rom. Another phenomenon also appears when I want to go into the BIOS or boot from the CD/DVD Rom; with the up and down arrows I can choose, and when I press enter, I also have to wait more than 20 seconds. I thought there might be a timer somewhere. On this PC there is only the hard drive and the CD drive installed. Note: I don’t speak a word of English; I translate everything with Google Translate. I have 4 other Dell PCs that cause me no problems and boot in 40 seconds and shut down in 15 seconds (Workstation Precision T3400, Latitude E6520 laptop, Inspiron 660, and Vostro 200 - the bomb is the Latitude laptop with an i5 processor). Dell technical support is leaving me hanging since there’s no warranty left, and one of my IT friends who works at ENSAM (School of Arts and Crafts) found nothing, as did another who still works at the same place where I used to work (an electronic engineer and computer scientist just a bit more than on the edges).
I just reinstalled W7 on this computer because I had bad sectors on a new 500 GB hard drive purchased on November 1, 2015. Installation time = 25 mins. Almost all drivers are installed, I will look for the 216 updates tomorrow.

    Hi, it's weird, I got an Optiplex 740 and I've never had issues like this.
    Maybe the motherboard is starting to weaken.

      I'm pretty sure the motherboard works just fine because I had another Optiplex 755 that had the same issue. This PC has a diagnostic function that I ran; everything is OK. On this one, I updated the BIOS to version 2012 - A22. I've been looking for a solution for more than 2 months. I often consult CCM where I sometimes find a solution. So far, the few questions I've asked have never been resolved.

      If you say that another Optiplex 755 had the same symptoms, it may be a defect in the series.
      Don't you have a perfectly functioning Optiplex 755?

      No! Not a single one. I printed 5 pages of BIOS configuration. I'm going to set all the configuration parameters to default and I will let you know if it works. For now, I'm doing the 201 updates for W7 Ultimate on this PC. On another one, a Vostro that was lagging, I removed the storage controller proposed by Dell; JMicronx86. Boot speed, opening web pages and software at 320 km/h like an unrestrained Yamaha XJR 1300.

      When you say you removed the Jmicronx86 storage controller, what did you replace it with?

      NOTHING; there's nothing left and I don't have any yellow triangles in the device manager. My boss, who was a mining engineer, used to say: "electronics is 99.8% reliable." Yeah, but we often spent whole days searching through the APIs (Programmable Logic Controllers) in the calculator and the thousands of electronic boards to find the fault.

    Hello
    have you tried unplugging the CD player?
    Also unplugging the hard drive and going into the BIOS?
    Is there anything plugged in USB, printer, USB key, external drive?
    If so, try without them ..

    Hello,
    I've done everything and I've written that only the hard drive and the reader were connected. I'm digging through the BIOS reading to find the flaw but there are 261 pages; a real novel. For the floppy, it is "none." There is no floppy drive or flash card reader. 2 USB ports in the front and 2 jacks, 5 USB, 1 Ethernet, and the jacks. That's it. I'm writing on an HP which is a pain and very slow to respond. I can't wait for this Dell PC to work properly.
    PS: when the blinking cursor fades away, Windows starts in 20 seconds.

    11 seconds from the moment you turn it on or when the BIOS screen disappears?
    Don't you have a quick start option in the menu?

      Hi, I don't know where you're at.
      But I have an Asus P5KPL-AM motherboard and it takes 14 seconds for "no device" to appear.
      So your problem isn't that serious.

    I just got back from the clinic. I'm not looking for whether the problem is serious, insignificant, or anything else; I'm trying to understand why on my 3 other Dell PCs, which are all configured the same through Dell Inc. BIOS, this one, the Dell Optiplex 755, goes from a black screen, then the cursor blinks for 20 seconds, and then Windows launches.
    Discussion closed and resolved because I have only asked 3 questions so far, none of which anyone has resolved. I have always solved my questions myself, sometimes after searching for a very long time.
