Unable to send MMS

Hello,
I received my Motorola 5.0.2 smartphone. I can't send MMS, and here's what appears when I try to send: this service is not activated on the network. Thank you for your help.

Configuration: Windows Vista / Chrome 43.0.2357.132

Hello,

as Émilie said, you must enable mobile data to send or receive an MMS.
Note: when mobile data is enabled, in the case of an unblocked plan, this may incur some extra charges. To avoid this, you should configure the APNs (for example, if you want to use mobile data only for MMS and not for the internet).

Hello,
As I mentioned to emilie1914, my mobile data is now activated. However, my problem is not resolved; I still can't send MMS. When I went to "mobile data," I saw that in "data consumption," at the bottom of the screen it says: application settings, but it is not in bold and if I press on it, it does not activate.

That's everything I wrote down in case you could help me because looking on Google, I'm not sure if it's on my smartphone (which I mistakenly noted the model as E 4G NOI) or on a PC and what to do? I forgot to tell you that Orange (my provider) told me to click on Orange World, which I did, but below there is Orange MMS not clicked like Orange Internet orange.fr.
