What does a blue circle with a checkmark mean in Messenger?

Hello, I would like to know if a person is receiving my messages well, because when I send her a message, I don't get any replies!
I have a blue check mark that appears! What does that mean? Has she received them? And read them?
I'm not blocked because I can see when she is online!

    et what happens when you send a message and Messenger is disabled? Does the message arrive later? Thank you.

      No, the message arrives and the person will see it later, as if you were sending a text.
