What does a blue circle with a checkmark mean in Messenger?

Hello, I would like to know if a person is receiving my messages well, because when I send her a message, I don't get any replies!
I have a blue check mark that appears! What does that mean? Has she received them? And read them?
I'm not blocked because I can see when she is online!
Is there another problem? Thank you for your answers, best regards.

No, the message arrives and the person will see it later, as if you were sending a text.

if you're not friends, the message goes to the "filtered messages" box. a box accessible only via computer.
