It's like he hasn't finished installing Windows.
Is your installation CD or USB stick not plugged in by any chance? Corrupted system files maybe otherwise...
If I were you, I would create a new partition or properly install a new operating system (your Windows), that would allow you to recover all your files if there are important things.
If you don't have anything important, you can reinstall everything directly and that's it!

Thank you!
No, nothing is plugged in.
How do I create a new partition? Especially if I don't have the CD anymore.

If you no longer have the CD, you first need to find a Windows version that's compatible with your PC; it's not too complicated to find on the internet, at least..

If you find it online, you'll need to burn the .iso file onto a DVD or a USB stick.
If you're using a USB stick and don't know how to do it, you should look for a tutorial "create bootable USB Windows" (there's the software "ISO TO USB" that works pretty well otherwise), and you will need an empty USB stick that is large enough for the iso file.

Once you have your CD or USB stick with Windows on it, plug in the stick or insert the CD, reboot, and then you'll need to access your BIOS to boot from the USB or the CD.

To access it, it depends on your PC..
At the very beginning of the startup, you need to press the BIOS key.
F2, F7, F8, F9, F10, F11, F12, ESC ...
After a few reboots, you should hopefully find it ^^!

When you're in the BIOS, you need to change the "FIRST BOOT DEVICE" setting, which should be set to your boot hard drive; you need to replace that with your CD or USB stick.

If the Windows you put on works, you will just need to reboot and the installation will start automatically

During the Windows installation itself, you should be able to choose to install it on a new partition..!

If that's not the case, you need to create a new partition via your BIOS! You can even completely erase everything from your hard drives from your BIOS if you want.

Good luck!
