Startup bug "The installer is starting the services"

Hello everyone
I have a big problem with my Acer Aspire One Happy Intel Atom N550. The computer was lagging a lot... I wanted to manage the applications that open at startup using a utility I downloaded from Windows Help; I might have unchecked some things I shouldn't have... I shut it down normally, but since then it won't restart. System Restore doesn't work, formatting is stuck! And the same message keeps appearing at startup "The installer is starting services"
It doesn't respond to any commands. I can only turn it off and restart it to get the same result, occasionally going through a Windows Setup window "Windows could not complete the installation." etc...
