Hello,
I restored my iPhone 4 and since then my SIM card is locked with a voice that I hear commenting on everything as soon as I touch the screen.
I have no access to anything and I can't even swipe the message: "slide to unlock".
I can only dial emergency numbers.

Hi, apparently your iPhone has crashed, the voice you hear is probably VoiceOver, the accessibility option in the iPhone settings.
Here’s what you can do:
1. Press the home button.
2. Tap Settings. Then double-tap Settings.
3. Tap General. Then double-tap General.
4. Use three fingers to scroll the screen until you reach Accessibility.
5. Tap Accessibility. Then double-tap Accessibility.
6. Tap VoiceOver. Then double-tap VoiceOver.
7. Tap "Enable" next to VoiceOver. Then double-tap "Enable" to turn it off.

I was able to find the functionality of my iPhone without any problems
