you draw your circle
you mark the center with reference points
from the same center, you draw a polygon with 18 sides: the number of sides can be adjusted in the options bar-

Beginner's questions are never stupid, and we've all started somewhere. ;-)
I don't know what you're trying to do.
If it's to define the sections, the line tool is the most suitable; you just need to adjust the thickness.
If it's to cut the sections, you might benefit from tracing them with the pen tool, converting the path into a selection, and making each section a layer by copying. -
