Booting from USB or DVD impossible

Hello,
My Samsung NP300E5C-AF4FR won't boot. It shows the Samsung logo and then restarts in a loop.
I want to reinstall Windows via USB.
But the bootable USB drive is not recognized in the BIOS. I've already disabled secure boot, fast boot, ... it doesn't appear in the priority device boot. Yet it works with all my other computers. The DVD drive is not recognized either.
Do you think my motherboard is dead?

    Hello,

    try these settings in the BIOS.

    - Disable Secure Boot
    - Disable Fast Boot
    - Change the boot mode from UEFI to CSM
    --

      Thank you, but that doesn't work either; the boot still stops after the Samsung logo, and I can't choose to boot from USB.

      last attempt after I think there's something weird.

      Download a Linux ISO, burn it to a CD and see if it boots. Make sure to burn the ISO as a disk image, otherwise the CD won't boot. Take a lightweight live CD distribution, no need for Ubuntu. ToutouLinux will do the job. > http://toutoulinux.free.fr/

      Another alternative to the CD-ROM, if you want to put the ISO on a USB key, you need to get Unetbootin.

      Once again, thank you for responding, but unfortunately, it doesn't work either. However, we can clearly hear the CD player making noise; it seems like the computer is hesitant to start, and then eventually it reboots... It doesn't feel good, does it?

      If you do have a DVD drive, the DVDs and CDs should boot. Try a clear CMOS, unplug the power cord and remove the battery, and hold down the power button for 1 minute.

      I just did the manipulation, and it doesn’t change anything. Yet the Linux I burned works fine on my other computers.
