Minimal CPU usage Solved

Question

Hello,
I would like to understand the purpose of the minimum and maximum processor management in the system power management options.
Indeed, I understand that throttling the processor by reducing its maximum capacity can limit the energy used by a battery or from the mains.
My question is therefore more oriented towards the minimum state of processor usage. Why is this setting by default set to 5% and not 0%?
What problems would arise from using 0%?

Of course your processor needs to run to make your computer work XD

The processor is kind of like the brain of your computer.
Unplug the brain and you get a vegetable ^^

By the way, just out of curiosity, what interest can you find in so significantly reducing your processor usage?

Would you imply that a 5% usage is mandatory for a computer to function, regardless of the processor speed?
An Intel Atom 1GHz can then run Windows 7 at 5% CPU usage, while an i7 3970 running at 3.5GHz should also provide the same percentage of usage to perform the same task? What are the consequences of lowering this 5%?

This is only for informational purposes.
I know that a computer needs its processor to function.
However, in minimal usage (a computer that is not being used, for example, but is turned on), could it not keep the system running in the background without any action at all?
My question is: why 5%? Wouldn't 1% be sufficient?
(if 0% is a vegetable, 1% could be an animal whose basic functions would allow it to run the clock)

I see what you mean, when I'm not using my computer, it shows between 0 and 3% CPU usage. It doesn't stay at 0% for long because there will always be processes running.
