As Afrikarnak has very well explained, this is very likely an attempted scam (enticing price, cash mandate, suspicious phone number, etc.).
In general, it is prohibited for owners to ask for any sum before the lease is signed. Furthermore, the person is "playing" with the terms "deposit" and "security deposit" by misusing them and ultimately referring to the amount paid to secure the appointment.
Reminder: a security deposit is the amount paid by the tenant to the landlord at the time of signing the lease; it serves to protect the landlord against potential damages or unpaid rent. This money is returned to the landlord at the end of the rental period. It must not be confused with an advance on rent.
A guarantor is a person or organization that agrees to pay the rent if the tenant does not.
