Ink that won't flow

Hello, I have a problem with my printer. (HP DESKJET ALL-IN-ONE SERIES 3070 A). The cartridge that came with my black printer was empty (the cyan & magenta were too, but I don't think that's the issue). So I went to the store to choose a black cartridge, 364. I installed it in the black compartment. I tried to print a report, but no ink came out. I did a cleaning, some ink colors came out but not black (I don't know if black comes out during this cleaning).
So my issue is that my cartridge is a genuine HP. The printer detects it as full but does nothing, doesn't print at all...
Thank you in advance, as this is a problem for me especially since I use it often...

At the end, the fourth one finally came out! Do we have to do this every time we change a cartridge?
