Loud Noise CPU Cooling ASrock

Hello, best wishes to everyone.
I have a little problem; yesterday I assembled a complete PC:
Asrock motherboard:

CPU 3.2 GHz 541 Prescott
Cooler:

When I turn on the PC, the system works fine, after an hour of operation CPU Temp: 36°, Motherboard Temp 34°. So it's all good!!
The problem is the noise!!! During boot, it spikes to 4000 RPM and then stabilizes at 3600 RPM!!
In the Asrock BIOS, I don't have many options regarding the fan, just the alarm option called "Target Quiet Fan" variable from 45 to 60 ° by selecting the speed Slow, Middle, or Fast, but this option is just to force the cooler to run at a specific speed when the CPU Temp > 45°, for example...
My question is: What do you think? Are there any Windows applications that can better manage the regulation of the CPU fan speed??? Or do you think this speed is normal and that the fan blades (not sharp enough) might be slicing through the air and causing this damn noise?

My "Processor" fan is running at 2637 RPM.
But it must be yours that is causing a resonance due to vibrations. (I just disconnected it!) - http://belver.free.fr/ail/viewtopic.php?t=511
As for the processor fan, I can't do anything about it; except replace it with a better (quieter) one - http://www.presence-pc.com/tests/Comparatif-kits-watercooling-93/ and - http://belver.free.fr/ail/viewtopic.php?t=3643

I had the same problem since the BIOS of my ASRock motherboard didn't give me much choice; the CPU fan was constantly running at 4000 RPM, but I found the solution on the CD that came with it. It's a small program for overclocking called "OC tuner" that you can download from the ASRock site. You just need to set the CPU speed to LEVEL 3 or 4, and the result is immediate: the rotation speed is only 2500 RPM now, and most importantly, there's no more noise.
