Hello,

after having sided with the Imperials, I’m going to Windhelm to buy the house, but the new Jarl and the new Steward are not there, so how do I buy the house in Windhelm?

Continue your quests and come back later or help the people of Vendeaume and go talk to the Jarl.

Go further in the Imperial quest; in my opinion, that's probably it.

For Vendeaume, you need to complete a quest related to the Dark Brotherhood. When you enter the city, turn right and then once you're about halfway down on the right side of the city, go up and there will be a house with an arch, open the door (by lockpicking). The boy inside will perform the ritual, etc...

After that, if that's not it when we're Imperials

I don't think that's the issue, given that it's Astrid who says or must go to the Black Brotherhood during a dark sacrament, not him.

To join the Dark Brotherhood, you must kill Grelod the Kind and then go to bed; this way, you'll find yourself in a cabin with Astrid. There, you have the choice of killing the Dark Brotherhood by attacking and killing Astrid or joining the Dark Brotherhood by killing her "hostages".

Yes, I'm actually mistaking the quest; it's Blood on the Ice that needs to be done, it's known to be bugged. Walk around the city and (unless it's not there anymore) you'll find a spot with a lot of blood, follow the trails and talk to people.

You just need to access the house that you can sell by picking the lock or having the key, then you investigate and ask the chamberlain for clues once you've collected everything (the clues), this quest is not bugged, it’s you who aren’t looking for the right things to do (no disrespect) =/.
