General failure for the network card

Hello,
I just received a PC that I've been told has network issues.
When I ping 127.0.0.1 it indeed indicates "general failure."
When I plug the network cable into the router, the green light on the card lights up and the yellow one blinks 3 times.
The network is recognized by its name.
The same goes for a USB Wi-Fi dongle.
I have uninstalled the card and the driver then reinstalled them, but nothing works.
I also installed another network card but the problem remains the same.

Does anyone have any idea what might be causing this "general failure"?

    ipconfig gives by default ipv4 169.254.13.66
    Subnet 255.255.0.0
    Gateway none

    I just tried ipconfig /release all, it tells me "no card has the status allowed for this operation

    I correct an info, the network is not recognized. It indicates "unidentified network" in the network and sharing center
