Hi,
Stop stressing unnecessarily! CFR, as its name indicates, is a private collection agency.
They have no legal powers.
They will harass you until you pay them, just ignore them, the only person
authorized to collect a debt is a bailiff!!
Rather, try to resolve this issue directly with PayPal.

Hello everyone, first of all, for a bailiff to show up at your place, you need to have received reminders by mail. Then, there needs to be a court summons, and it is after the judgment that a bailiff comes to collect the due amount.. Just goes to show that my law studies are still useful..

It's no longer possible; PayPal gives reason to the one who issued the countermeasure after 10 days. It's either I pay or I do nothing, but I would like to know what it will cost me to do nothing -__-.

Thank you, Marie, for your response. But there are some comments saying they have no legal power and others that are more ambiguous.

If it would be possible to have something more concrete to help relieve my stress knowing that PayPal completely disregards people -_-.

I have the same problem, I owe a sum of €410 to PayPal following a scam I experienced.
At first, I just received calls from CFR.
At that point, I went to the police to file a complaint against the scammers, but they told me that they could not take it because I had not actually lost money. They also told me not to respond to PayPal or CFR, that I didn't owe them anything.
I also researched on many forums, which all say that nothing will ever happen because they have no rights; I saw testimonies that they gave up, but it was always for amounts between €10 and €200.
But now I am at the point where I am receiving dozens of calls a day from PayPal (so I've blocked the number), letters and emails from CFR, and today a text message saying that they have forwarded this to a bailiff.
I am really scared... because I don't know if the court fees are higher than the amount I owe (€410).
I absolutely do NOT have the means to pay €410, let alone the additional legal fees... :/

Any opinions/testimonies from people who have been in the same situation (with a similar or greater amount?)

Hello, I encountered this situation for an amount of less than 15 euros... After several reminders from CFR by mail to be at ease, I changed my phone number on PayPal, I deactivated my email account, created a different Gmail account, and also recreated another PayPal account, and everything is going well. Eventually, CFR, unable to reach you, gives up.

These are just words to put pressure on you, they can send a bailiff, but he will be a joke with his payment order if there is no judgment.

Hello, I also received 3 letters at my address from CFR Recouvrement stating that my PayPal balance is in debt of €136 while it is €0; I have no outstanding balance. The letters I received indicate that PayPal has entrusted the collection of the file to them. I have received reminders, formal notices, and then warnings before filing for payment injunction. Additionally, the terms "Bailiff" and "judicial condemnation" have been used. After contacting PayPal's customer service multiple times, they assured me that I have no outstanding debts associated with my PayPal account and that these emails and letters are fraudulent. Apparently, this is a scam putting pressure on customers to collect their banking information in order to steal money. I am not the first and surely not the last; it is therefore important to report this harassment directly to PayPal and to the REAL CFR Recouvrement.

Hello, I also received 2 letters (reminder and formal notice) for an account that is not mine, although the letters were sent to the correct name and address. I have not followed up, especially since the PayPal account is not mine; the email address contains my first and last name but with errors, etc. I see this only as a shady way to extort money.
