Hello,
I have a problem with my computer. When I turn it on, a black screen appears and shows: a system fan is not operating correctly
The system BIOS has detected a system fan is not operating correctly

I had the same problem. Same message and the laptop was overheating like crazy, burning! It smelled like melted plastic after 10 minutes and it turned itself off, I imagine as a safety measure.
The laptop was under warranty but I took the risk of opening it anyway...too lazy to take it back to customer service and be without it for a week! (or more...)
Once opened, I noticed that the fan wasn't spinning when the laptop was on. It was covered in dust!
A good vacuum on the fan, and it's working like before, the "error 90b cooling fan" message doesn't even appear at startup anymore, and the laptop has returned to a normal temperature!-

Does it work with mobile phones? How to do it? Because since I've had this problem, I can turn it on, but after a few minutes (about ten) it overheats and I have to turn it back on after it cools down ;( If someone can help me, I have an HP Pavilion dv6 and I don't know what to do anymore. I've tried vacuuming the vents but it doesn't change anything!!!
