Napoleonic Total War launch problem

Hello,
I recently installed Napoleon Total War, but when I launch it it doesn't go past the first image and basically forces me to restart my PC
knowing that Call of Duty Black Ops runs perfectly
could you please help me
I have a Core 2 Duo, 2 GB of RAM and a 512 MB graphics card, an NVIDIA 9200, Windows SP3

Configuration: core 2 duo

    Here is the procedure to follow:

    1. Go to Steam, on the 'My Games' tab.
    2. Right-click Napoleon Total War, then delete Local Content. The 'not installed' label will appear next to the game.
    3. Insert Disc 1 into your DVD drive and close Steam (File, Exit).
    4. Click Start, Run. In the dialog box that appears, please enter the following command:

    c:\program files\steam\steam.exe -install E:

    If your DVD drive is not E:, replace it with the letter corresponding to your drive.
    If Steam is not installed in c:\program files\steam, indicate the correct Steam location.

    5. Confirm; Steam should then start the installation from DVD1 and will prompt you for DVD2 afterward.
    6. At the end of the installation, Steam connects to the Internet to download the update, which will take only a few minutes.

      Hi, could someone explain how to solve the problem? I bought the box set with Empire and Napoleon, and I have the same problem on both games... really fed up, I have an Acer with an i5, a GS540 1GB, 4GB RAM... with Windows 7 64-bit.
