33700: Beware of mobile operators scams

Hello,
Some of you may have heard of 33700, which mobile operators regularly promote.
It's supposed to be a free number to which you should forward the spam you receive via SMS. It's a number set up by mobile operators supposedly to combat SMS spam. There's even a dedicated website that explains everything: https://www.33700.fr/
However, contrary to what is announced everywhere, this number is not only not free but is actually charged extra!
Oh yes! Last month I wanted to test it and forwarded a spam SMS to this number. You then receive a text message asking you to send another SMS to 33700, this time containing the number from which the SPAM was sent.
Today I received my mobile operator's bill, and surprise, my two SMS messages are listed... in the section for calls beyond the plan/special numbers. And I was charged 9 cents including VAT for each SMS (even though I am still well below my data limit). That's 18 cents to report a SPAM.
Anyway, it's a total scam, officially organized and promoted by mobile operators.
