Slow computer after power outage

Hello everyone
I was playing Dragon of Origins when there was a power outage throughout the whole house
It happened 3 times
My PC restarts fine, no issue, but once in Windows it runs extremely slowly
Everything is very, very slow
I'm currently doing a system restore just in case (it's been an hour since I started it, the PC is restoring but hasn't restarted yet)

After that, I'll try with another hard drive. If it does the same after a fresh install of Windows, I will suspect a problem with the motherboard
The RAM sticks are recognized as well as the processor

Do you have any other leads? Has this happened to you before? Because I find it very strange?

Config: Phenom2 x4 945; HD4850 1GB; 4GB of RAM and 500GB Maxtor HDD, Windows 7 64-bit

it's quite a common phenomenon.
It's your RAMs that are responsible: They remain charged with static electricity, you need to open the PC (https://forums.commentcamarche.net/forum/affich-37586037-limiter-les-effets-de-l-electricite-statique and take out the sticks then put them back a few minutes later.
Also do an "on" but with the power unplugged to discharge the boot capacitors.
