Start by downloading, installing, and configuring Pdfcreator.
Open each JPG with your usual software. Print to Pdfcreator as described in the tip. After merging, double-click the document and then save it as a PDF.
I recommend checking the size of your images and possibly resizing them before this merge to avoid getting an unnecessarily large file.
