Merge two jpeg files into one Solved

Question

Hello,
I often use jpeg files and I would like to be able to merge 2 files into one.
I can't align two images. With Gimp, the images overlap and I can't move them.
Can someone help me? I'm struggling.

The best way is to add the images in PowerPoint, one image per slide, and save it in PDF or JPG format, whichever you prefer.  Super convenient.

Thank you for taking the time to respond to me, but I wasn't expecting that answer.
I would like to know how to do this and which software to use. I need it for work and I must be able to do it. Especially since I have done it before but I can't remember how I did it at all.
I want to be able to copy and paste and position my images as I wish. In short, create a single file with 2 images.
I'm not used to forums and I realize it's difficult to express the problem we have in a few words.
I have GIMP, Publisher, Paint, and Paint.NET and with all that I'm not succeeding. Today, I really feel like a novice!!!!
Thank you for giving me some small explanations or the name of a software.

>Open Paint
>Edit >Paste from and choose your first photo
Adjust and place the image where you want
Click outside to validate the pasting
>Do the same for the second photo
