I found Paulo Norable in a secret room!!! Getting there is easy!!! To find out people's secrets, you have to be their best friend, then you either impress them or calm them down (by annoying them with your water spray) and they'll tell you the secret. Manuel Travos is my favorite guy along with Tank. ^^

Thank you for your response :), yes Stéphanie Biaye confiscated the chest during my mission which was to bury it, so I suppose it's her who has it because she said she came to town for a secret mission.

I found it way out in the desert, not far from the oasis.
