I would like to know if it is possible to play PlayStation CDs on a PC?
Do I need to add software to allow the PC to read the CDs?

Well, an emulator is a program that recreates, simulates a system (in our case, a computer system).
So it can be for a gaming console (Game Boy, Super Nintendo, etc.) up to a PC!!
For PCs, there's the excellent VMware (not free!!), Microsoft's Virtual PC (even less free!), Qemu available only on Linux (free!!), Bosch (free but not easy!)... etc.
This allows one to escape material constraints. For example, the PC emulator is very handy for developers who can code an application on a PC that requires a network connection or to verify the portability of their code.
There are even Macintosh emulators!

Yes, download an emulator and instead of launching an ISO file,
launch the CD!
