ITunes Library.itl file locked

Hello,
I can no longer open iTunes because of this locked file; here is the message shown when I click on iTunes:

''the file itune librairy itl is locked, it is on a locked disk, or you do not have write permission for this file''

however I am the administrator of the computer ??? and before everything worked fine.

    I don’t think being an administrator or not is the cause of the problem; it’s usually due to installing the new version of iTunes.
