3000 is the version of the PSP: the fat (which is the first one, the 1000), the slim and lite is the 2000, and the last one is the 3000. The last digit corresponds to the place of manufacture for countries: 3004 is the European version, 3006 is the Japanese version, etc. This doesn’t change anything in the console except for the languages and the region; the 3000 can be cracked but not on version 5.51 (the update).

Do PSP games work on all PSPs?
You seem to know the field well.
Do you know if the 3004 pack normally includes a memory stick? I just bought one and there's no memory stick in the box!!
