Enable or disable the Caps Lock key

Hello,
We encounter types of keyboards programmed to activate and deactivate the capital letter using the key on which a padlock is drawn (to the left of the keyboard, middle row).
Other keyboards are configured to activate the capital letter with the padlock key and to deactivate it with the key located just below (which has an arrow on it).
Where can I find the option that allows me to make this choice, as it is very difficult to switch from a keyboard programmed one way to a keyboard programmed the other?
This concerns Windows XP and Vista, thank you.

    Hello
    Thanks to all of you, I just found it. You need to go to Control Panel - Regional and Language Options - Details - Key Settings, and there you can choose between

    pressing the Caps Lock key
    pressing the Shift key

    to unlock

    AGAIN THANKS TO ALL BECAUSE LITTLE IDEAS HERE AND THERE HELPED ME PUT THE PIECES BACK TOGETHER.
    LITHIUM_3 put me on the right track, but I didn't have the same experience on XP
