To display the toolbar on Google Chrome, go to the top right corner, where a wrench icon should appear, click on it, go to options, and at the bottom under themes, "restore the default theme."
In fact, the toolbar is there, but it's as if it is invisible, white on white; if you hover over it, you can see the indications. By following the steps, it will reappear.
