Hello,
I can't start my PC, is it because of what I did? Let me explain
I went into msconfig and selected safe boot, so I don't know if that's why I can't start Vista anymore????

Yes, it's because of safeboot, it's almost the end of the world when that happens....
Fortunately, it's repairable
Here's how to do it:
Start the PC with the Windows CD (if there's no CD, a simple NTFS floppy will do)
After loading the drivers and when XP prompts you, press R (check the country for the keyboard)
When Windows asks for a password, don't type anything and validate with enter
The goal is to rename the hidden file boot.ini!
Type dir and confirm with enter
The files in C:\windows will be displayed
find boot.ini (usually it's at the root of the hard drive, type cd ..)
Once you find boot.ini, type
ren "boot.ini" "boot2.ini" (validate)
type exit
The computer will restart, yes no need to format!
Once Windows is launched, you need to open boot2.ini with Notepad (it's a hidden file, enable visibility) and delete the line /safeboot=minimal then save it as boot.ini.
