Uh, you can't convert a text file to a reg file, at least not like that.
What's the purpose of the operation?

I have data that I entered into a .txt file and I am asked to change the extension to .reg
Below are the exact instructions:
5) Rename this file to activation.reg (that is, change the .txt extension to .reg):
6) Double-click on "activation.reg" to write the card access path into the Registry.

I don't know the technical details, but if you need to rename it, it's child's play; just right-click on your file and choose "rename," then change it as indicated.

If I do this, I change the file name but not its extension.

Ah, so your file explorer is in "simple" mode. You need to go to Properties => Tools => Folder Options => View => uncheck "Hide extensions for known file types" and the one underneath it.
This way, your extensions will become visible and you can change them.
