My Packard Bell laptop won't turn on

Hello,
my Packard Bell laptop has been off for a long time, and when I tried to turn it back on, nothing happens. When I plug it in, there isn't even a light on the LED. If anyone has a solution, that would be great, thanks.
Configuration: Windows XP Internet Explorer 6.0

    If your computer won't turn on, do exactly this: unplug the power cord, remove the battery, hold down the power button for 30 seconds, plug the cord back in, restart and put the battery back in, your computer will start again... QED

      When I turn my PC back on, it says:
      BOOTMGR is missing
      Ctrl+Alt+Del to restart.
      But it just brings the same thing back.
