How to unlock my stolen phone that I found again

Hello,
after filing a complaint for the theft of my SFR mobile, it was blocked because I provided its IMEI number; however, the device was found a month and a half later and was returned to me. I then contacted SFR by registered letter to report this and request the device be unlocked so I could use it again; I received the acknowledgment of receipt, but have not had a response for 3 months now and the device is still blocked in "limited service."
Could someone give me advice on finding a solution to my problem, aside from sending another letter to my operator with a copy to the DIRECTORATE GENERAL FOR COMPETITION, CONSUMPTION AND REPRESSION OF FRAUD?

Despite all the help we can provide you, contact customer service, which you have probably already done... Go to an SFR "office" with your IMEI and your complaint report.

These steps have already been taken, without success. I'm still waiting for a response from SFR to my registered letter for 4 months and I don't know what to do anymore. Am I going to have to throw my phone in the trash to buy another one or is there another solution?
I would file a complaint with the DGCCRF. Normally, it goes well. I'm fed up with being cheated daily by phone operators or internet service providers who hide behind their enormous size to never respond, or who hide behind a brand name so we can't find them.
