Missing Windows Address Book DLL

Hello,
following a "crash" I had to reinstall Windows XP and since then I can't send messages with Outlook.
Each time I get the following message: "unable to find the Windows address book DLL."
Can you help me find this missing DLL and assist me in reinstalling it?

Vista manages its own version of Outlook called Windows Mail. Start menu + click on Windows Mail email
[the configuration is the same as in the "older versions of Outlook" where the address book ddl is missing.] Sellig
